Historical commission to receive distinguished service award

The Polk County Historical Commission will be recognized and presented with the annual Distinguished Service Award during the regular meeting of the Polk County Commissioners Court at 10 a.m. Tuesday.

The Court will discuss and consider action on a request from Fidem Energy to prepare a draft application for the Environmental and Climate Justice Community Change Grant to fund a landfill gas energy project at the Polk County Landfill.

Contracts with Sitek Omni for the demolition of homes in the GLO-DR buyout program 20-066-018-C125 will be considered for approval.

The Court will discuss and consider approval of a warranty deed transferring ownership of the parking lot behind the Polk County Tax Office to the City of Livingston.

A special session to canvass results of the Nov. 5 General Election will be scheduled for Nov. 18.

A resolution in support of Operation Green Light for Veterans will be considered for approval.

In personnel matters, the Court will review and consider personnel action form requests submitted since last the meeting and review any authorized emergency hirings; consider the re-appointment of the Polk County fire marshal for a two-year term beginning Oct. 1; review and consider personnel changes as requested by Sheriff Byron Lyons; consider request and action to pay out straight-time hours earned by the emergency management coordinator as of Sept. 24, utilizing available funds from the emergency management salary line item; and review and consider approval of the redrafted personnel policy manual.

Requests for revisions and amendments to the budget will be considered as follows: fiscal year 2024 budget revisions and amendments and fiscal year 2025 revisions as presented by the county auditor’s office and a resolution authorizing the certification of surplus depository interest revenues to fund fiscal year 2024 capital purchases.

A request for a capital purchase to be included in the fiscal year 2025 budget will be considered, specifically, a tax office server from Harris Govern, in the amount of $25,488.07, to be paid from the information technology capital outlay.

The Court will consider action regarding the annual bids for the purchase of: road materials for Precincts 1-4; the bulk purchase of limestone road base; tires; oil, grease, gasoline and diesel; pest control services; motor grader blades; and material hauling.

 

In old business, the Court will consider approval of the minutes of the Aug. 27 regular session.

Items on the consent agenda include:

• Approve minutes of Sept. 10 regular session;

• Approve schedules of bills;

• Approve order designating surplus property;

• Receive and record personnel action forms submitted by elected officials since the last meeting;

• Receive county auditors monthly report, pursuant to Local Government Code Sec. 114.025;

• Receive treasurer’s monthly report for August 2024;

• Approve order designating the regular terms of commissioners court for fiscal year 2025;

• Approve order setting terms of the constitutional county court;

• Approve resolution in support of fiscal year 2025 indigent defense formula grant application;

• Approve submission of fiscal year 2025 rural law enforcement grant applications for the district attorney, sheriff and constables’ offices;

• Approve update to master street address guide to add Jack Moseley Blvd. as a city street in the City of Livingston;

• Accept 2025 retiree plan rates (TLIC medical and retiree RxCare prescription coverages) from Texas Association of Counties, Silver Choice;

• Approval renewal of supplemental gap insurance policy with Zurich American Insurance Company;

• Ratify agreement between the Precinct 3 justice of the peace and Veritrust for shredding services;

• Approve hotel/motel occupancy tax agreement between Polk County and the Livingston-Polk County Chamber of commerce;

• Approve hotel/motel occupancy tax agreement between Polk County and the Polk County Higher Education and Technology Foundation;

• Approve agreement with the City of Livingston for (LVFD) firefighting services;

• Approve transitioning recently vacated legal assistant/abstractor position from county employee to employee of Linebarger, Goggan, Blair and Sampson; and

• Authorize Goodwin Lasiter Strong to advertise for construction bids for Onalaska for WSC Plant 3 elevated storage tank tie-in, funded by 2021 ARPA-SLFRF.
